The game softlocks if you use the skip level button on the final level. Not that that's a critical bug.

I was able to beat 1-8, 10, and 13. I only used the pictures rather than the tone because the input sound doesn't play long enough.

There seems to be a bug where some buildings suck up signals far beyond the number of people inside them, which causes other buildings to receive zero signals for the customers inside. Cool idea though!

I believe I encountered a bug. I found the dancer and got the dress, but the doll kept giving me the same dialogue as before. So I went to find the dancer again, but as soon as I go through a door, the screen goes black. I walked up and I was outside the room, with no apparent way to get back in.
