I don't think you should be able to overspend in the beginning and "lock yourself out" of creating settlements by mistake, one small thing that happened to me during my play throughs. I did make it to a new platform eventually, it seemed that if I rolled a level where I didn't have to jump soon I would get further. I feel like jumping is much harder than just running which is odd that the two mechanics don't seem to be ramping/set at an even skill level. Like, if I just have to run I am having a good time and feel like I have a chance, as soon as I need to jump I just feel like I am destined to lose. Again, might just be a bad player here haha.
