Concept is good, and the ammount of content surprising, specially considering it's the developer's first Ludum Dare, the developer even managed to get a complete tutorial into the game.
The game is fun, it takes a short time to learn the mechanics.
Tip for the players: don't grow too fast or you won't be able to keep up with the growing population.
What's missing is a game ending condition I think, I was like -1000000 in money and every citizen hated me and still didn't lose. The music was a little annoying and there was no mute button.
Overall great entry! Please keep coming back to Ludum Dare.

There's always people who can surprise me with how much they can make in 48 hours. So much content is incredible. I agree with @jesus-gonzalez that it lacks a win/lose condition. The lack of music in this type of game is not that important but it always helps. Congratulations on the game!

Pretty complex game for a LD compo and your first LD participation! Unfortunately I didn't "get it" which might have been my fault. I immediately was out of money and sometimes I didn't know how to proceed. So your tutorial might need to be a bit longer or explain some more mechanics (what difference does the district type make? How do I earn money? Just taxes?). The background music is annoying to be honest :-/ But I liked the graphics! Gave me a kind of architect's blueprint impression. They fit the game really well! Certainly a game I would come back to! Well done!
Well done! It was kind of glitchy for me and I had to keep scrolling up and down in the Web version as it did not fit on my (laptop) monitor, but it's impressive how much one can make in 48 hours! :)

Congrats on releasing and fitting so much content into 48 hours! My biggest complaint is that the tutorial didn't explain the core concepts well enough and that made it a little bit more difficult to enjoy and evaluate properly. I would recommend putting a written tutorial online somewhere for newcomers.

I always liked this type of game for being both complex and strategy based, two things that are hard to get on 48 hours made game. But you did it. Even a tutorial is present.
For your first Ludum Dare you're a few steps ahead.

Very nice game.
Nice amount of complexity for a LudumDare entry. I especially liked the tutorial, since most of the games here don't have one, and are not very well explained.

I enjoyed it quite a bit, it seems to have quite a bit of content and looks decent. I wish there was more information what the types of building do before you buy them, but otherwise great game! (With a couple of glitches here and there, but it's a ludum dare :P)
Really awesome idea, but definitelly needs more polishing (some glitches are very frustrating). Very complex and as @Micito said the tutorial was nice.

Wow very complex game, a lot of detail went into this, which is very impressive for a Ludum Dare game. Very nice tutorial that gets you through all the details. Unfortunately I did not get to complete the game, but will come back later and do.
