This is a very fun little puzzle/simulation game. The idea for the game is super simple, and that makes the super easy and fun to play. But please give the game some music and/or sound effects. Overall this is a great LD game.

I have now also rated your game.
A fun little game but i missed some feel of progression, maybe a counter that tells how many floods you have survived. And really, you wrote that the pond was useless and still you had me build one... :P Some sounds would be great.

Nice little game! Sound effects would have made it feel a lot better. Had fun building up my city :)
Okay, so this is TOTALLY my jam! Man, I just love building and playing sim/strategy games, which is stupid because they take forever to make and no one ever plays 'em long enough to appreciate the mechanics and .rant.rant.rant. Anyways, I had a blast here! Thank you so much!!!
Also, dear worker #3: You want a pond?! The freaking world is flooding! Open a damn window!
So, constructive feedback time: First thing I'd like to see is a pause button. I played your game for way too long, ran out of tea, and needed to go out for a smoke. Fortunately, I had built up pretty far, but would've been nice if just opening the Help screen would've paused.
Another nice addition would've been some measure of progress. Levels build/sunk or maybe a sea level number. I dunno. Something that would allow players to brag "Hey, I got this far."
Any other complaints would just be unfair for a Ludum Dare (especially Compo) game (Its a one trick pony, ya know). I need to stop now because this dang site is doing stupid scrolling stuff and I can't see what I'm typing. Anyway, it is a very cool foundation (er, no pun intended ;) )and a very neat concept for a city builder. Congrats!

I was not pressed by time at all. I dont know if i just didnt played long enough but for me it was kinda easy.. The graphics are okay, cute little blocky buildings. A delete tool would have helped me a lot, since i totally messed up at the beginning ^^ Of course sound.. but you heard that often enough :D Very nice that the factory is two stories high. Gives it a lot more complexity/fun/difficulty
Nice Game (:

A fun little game, I like the idea! It might need some more variety in buildings and difficulty adjustment though, I was able to keep going without any worries. The moment I had to go do something else I needed to stop for not having a pause button though. And keeping a track of progression so that I know how far I've got would be nice too.
And sound effects. So yeah, I essentially just repeated everything that was said before me, but they're good points! In any case, it was pretty entertaining, so good job!

Nice, love the graphics, sfx would have been nice. The linux build is somehow broken, I can't select buildings O_o
Love the isometric view too
Congrats!

Very cool concept!
With only a few different components, the game manages to be very engaging, as you try to outbuild the rising waters. And make too many mistakes while rushing towards the skies, and you will pay for it through a decrease in efficiency. This loop worked very well.
I love the presentation! The isometric art is pleasant to the eye, and the UI is clean and easy to use. From a gameplay point of view, I would also suggest having the help screen pause the game.
All in all, the game was both interesting and had an fun take on the theme.
>Water rising fast! >Build! Faster! Toward the skies! >...The world IS a pond!

Needs a count of how many floors you are above the water by. It's quite fun though, and I like that just one little mistake when placing a factory can cause a whole bunch of problem on subsequent floors.
I like the idea of this game and the graphics are nice.
I never felt like I was progressing at all which caused me to get bored pretty quickly. The limited building area also limited the way I could actually build things
Great concept. I played on OS X without a scroll wheel and had some difficulty selecting floors. So I just built as the water rose. The pond item was funny.
Nice game!
It is a bit akward to play on a touchpad - some keyboard shortcuts to change floor along with scrolling would be great.
Add some music and sound effects and maybe speed up the gameplay a bit and it would be really cool (4 minutes for the first sea level rise feels like forever). Some simple animation on the water (even only moving the light patches around between two frames) would be cool as well.

Really nice game and a very original take to this theme. A speed up feature would have been great but this is a very good job!
Interesting idea. I like this kind of games  Nice work.
Super cool game.
Very interesting puzzle. Factories block you.
The only problem is that scroll on some computers and mice works differently. For me it was really difficult to stop on next level. Always was scrolling on 3 or 2 level.
But I've managed to survived two floods.
The idea is intriguing in a good way. I like the simple isometric 3D.
Nice !
