Interesting. It like the idea, but I got bored repeatedly typing "scan, proximity, city, direction, angle, distance" over and over. A one-line command like "scan moscow 0 100", or even the option to automatically scan an area over several days would have been nice, since effectively that's what I ended up doing.
High point for me getting two digits mixed up and accidently bombing Volvograd. I should have called Dimitri to apologize.

Repetitive.
Ended up bombing everything right from the start and still had 4M left over.
WarGames was wrong, apparently winning move is to nuke 'em 'til they glow.
I have a feeling this game is for people a lot more talented than I. I couldn't find anything :/
Although just bombing everything is funny too because there's just no chance of you winning.
Also, as a bit of advice, I would recommend putting both files in a zip file and giving people that to download.

Solid atmosphere given minimalism. Has exactly what's needed to make me feel like I'm a Cold War era missile operator.
I tried downloading your source but the two links just go to the File Dropper front page. Can you re-upload them? (Preferably zip them together into a single download, too.)
The presentation (namely, playing in the command window) fit oddly well with the idea of being a missile operator. I'll echo some of the comments here in that it was very repetitive, and I may have been in over my head to begin with.
What is interesting game. Nice use of theme.
