This was a neat idea. Some of the game implementations were a little rough - e.g. after I won a level, the space invaders one got caught in a loop where it kept restarting, with no choice other than to get hit a bunch of times to break out of the loop, and when I won breakout, I had to die a couple of times on a blank screen in order to get the second player a chance to go. Might be better with a computer player, or some kind of strategic goal other than just winning the games. Lots of work implementing the minigames, though, and an interesting concept of battles at classic games.
Hm. An interesting idea, I suppose, though understandably, with the 100 event limit, the execution falls flat at places. Main bug I got was where I got stuck in the restarting loop in Space Invaders... And once, in Pong, I got a very sharp angle that bounced the ball up and down while making very slow progress forwards... before it started to bounce back towards me halfway through! A good effort, given the circumstances and the scope.
This didn't really fit in with the theme for me - seemed like a minigame compilation where you get to choose the minigames, the cards didn't really seem to have that much to do with it. Also, as @justinooncx noted, the physics can get a bit wonky at times.
The graphics fit with the retro theme you were going for - I understand you might not have had time, but some sounds (even just a few quick ones in sfxr) would have really helped that.
It might sound like I'm just complaining, but other than the things I've noted, it was actually pretty fun. Definitely something you could add to later if you wanted to.

when i used the program you mentioned @Slashee the Cow they would not allow me to enter them into the game if f they worked they would be in the game

In teresting idea, but like @slashee-the-cow mentioned, it felt more like a compilation of minigames rather than being part of a card game.
Something like having a more traditonal CCG wrapper where, I dunno, the player who wins a game removes the opponents card and overall progress is getting rid of the enemys cards would have helped a lot tieing the whole thing together
