Sadly, I don't have a commodore to test.
But what an original idea and an interesting take on the theme!

Awesome! Don't have a Commodore to try it on, but i like the idea! Very creative use of the theme, Well Done!
Instructions for running on Arch Linux:
Install vice: pacman -S vice
Download and extract the "LD36 TPHX.zip" (in the "Commodore 64" link)
Navigate to the directory where you extracted it and run: x64 TICTACTOE.PRG
Looks like a nice implementation! Wish I could try getting it to run on a C64.

Oh wow this is great, a very interesting and original take on the idea. Wish I had an actual commodore to test your code. I did run it on an emulator and it seemed to work without issue.
