The mechanic was pretty interesting, but I quit after stealing 4 things because didn't really know if I could 'win' or if I would just keep on stealing without end.

The mechanic was pretty interesting, but I quit after stealing 4 things because didn't really know if I could 'win' or if I would just keep on stealing without end.
As the villain its compelling to steal the policemens flashlights and hide afterwards inside a trashbin. Graphics are okay to play (only some disturbing flickering of the lights here and there). Add some sound and missions/levels then it could be really enjoyable!
I had trouble figuring out the controls at first (should have read the menu -- why not just put them on the title screen?). I stole some gold coins! Is it really possible to steal the flashlights? I couldn't make it happen but that'd be great!
I would just want to say to everyone that you can't steal the polices flashlights.
Nice idea. The concept was really good for the theme. With a bit more polish this would have been a great game!
The mechanic certainly works and fits with the theme. A few notes:
-I ran into some graphical glitches in the beginning (what looked like a flicker police light with no policeman, and nobody was around for ~10 seconds), but after that things worked fine.
-As I said, the mechanic works well. I especially like the policemen chasing you and being able to hide in the trash cans.
-I like the graphics too. Simplistic, but they get the job done.
-One issue is if a citizen is turned left, you can't see if you've already stolen from them, or if they still have their coin.
-I had a little trouble finding my way back to the stash to deposit the coin.
